Help with DTD comments

Why does xerces die on comments at the start of DTD's?  I've been trying
to figure this out for close to a week now.  I'm trying to figure out
where in the code things go wrong but am having no luck.

Can anyone help?

I tried the DTD and everything worked for me. What version of Xerces
are you using? Also, could you include a minimal XML file that uses
this DTD as a test case? Thanks!
