It appears that the start time key is not removed when the container is removed. The key was introduced in YARN-5792.

I found this while backporting the YARN-5355-branch-2 branch to our internal branch loosely based on 2.6.0. The {{TestNMLeveldbStateStoreService}} test was failing because of this.

I'm not sure why we didn't see this earlier.
