Once user add a new queue and refreshqueue through ambari REST API, new queue has been successfully added to Ambari database. However, only active RM's local config file get updated. If active RM fails before Ambari propagate new queue to standby local config file, standby RM cannot pick up new queue before becoming active. Then, all jobs that submitted to the "new" active RM will fail.
