Need more than nimbus config to submit topology?

I am running a build-config container environment to deploy topologies.  I
can connect to nimbus servers to 6627, but when I do simple storm list, it
stack traces.  I have only the *nimbus.seeds *configured.

Do zookeepers need to be configured in *storm.yaml*?

What is the minimum necessary required to submit a topology to a cluster?
