Apache MADlib 1.13 release update: Commit assistance needed

Orhan assisted with the rel/v1.13 tag and moving the RC1 candidate to the
dist release area. The artifacts are making their way to the Apache
mirrors. Thank you Orhan!

Can someone please review and commit the websites changes in
https://github.com/apache/madlib-site/pull/11? This incorporates changes by
Frank McQuillan made in PR #10 (
https://github.com/apache/madlib-site/pull/10). Please do not commit PR
#10. Both PR#10 and PR#11 will automatically be closed when PR #11 changes
are committed. When PR #11's changes are committed into the *asf-site*
branch in https://git-wip-us.apache.org/repos/asf/madlib-site.git, the
website updates will automatically deploy. I will send the release
notification shortly after this is completed.
