why same test use different wsdl file when run it from command line and run in eclipse

Hi all,

I saw that ProxyTest load wsdl from trunk/tools/misctools when run it in 
eclipse, but load wsdl from trunk/testutilies when run it from command 
line.

Is it a bug?

I don't think the ordering of the classpaths is guaranteed in Maven, and it 
gets even  worse with the eclipse:eclipse plugin to maven.   If there are 
duplicated resources, one should probably be renamed.
