Create or seed jetspeed schema on startup

Jetspeed will initialize its database on startup. There would not be any need for
 running separate maven or ant command to create/seed schema.

Developer would need to provide correct connection string to jetspeed schema.

This is a normal feature available in most of products. It would be good addition in jetspeed features.
