Test suite finds first bug on Windows

Our new test system has found it's first bug.   :-)

apr_dir_make_recursive does not exist in APR on Windows.  This stops the
test suite from being built.  If nobody else creates this function on
Windows, I will add a stub function at some point today (and possibly fill
it out after that).  I am working on this in my spare time, so I am
unlikely to get to it until late today.
