[July] Draft Board Report

No issues for the board.

* iBATIS has moved to the attic with a few outstanding tasks [ATTIC-66].

* Quetzalcoatl has moved over to the Attic with a few outstanding
tasks [ATTIC-67].

Nothing else is in the pipeline.
