The Javadoc for the default constructor clearly states that a factory needs to 
be configured before attempting to parse requests.

The DefaultFileItemFactory is intended for use with DiskFileUpload, and 
includes disk-specific methods, so it would not be appropriate to use that as 
the default for the (deliberately more generic) FileUpload class.
