Misleading name of Tomcat commiters list in svn-authorization

There are two Tomcat lists in svn-authorization:

tomcat-pmc
tomcat-watchdog

The "tomcat-pmc" list appears to be the standard list for giving
access to the normal Tomcat SVN development directories, and does not
seem to have anything to do with the Tomcat PMC.

I think all the other lists with -pmc suffixes are used to refer to
PMC members only, so perhaps the "tomcat-pmc" list should be renamed
as just "tomcat"?

It's probably best to rename this before the conversion to LDAP, as
the POSIX group is called "tomcat".
