Description:
Migrate the following errors in QueryCompilationErrors:
* invalidFunctionArgumentsError
* invalidFunctionArgumentNumberError
* functionAcceptsOnlyOneArgumentError
* secondArgumentNotDoubleLiteralError
* functionCannotProcessInputError
* v2FunctionInvalidInputTypeLengthError
* secondArgumentInFunctionIsNotBooleanLiteralError
onto use error classes. Throw an implementation of SparkThrowable. Also write a test per every error in QueryCompilationErrorsSuite.
