[jira] [Created] (ARIES-966) The region context bundle should have the start level set explicitly to 1.

John Ross created ARIES-966:
-------------------------------

Summary: The region context bundle should have the start level set explicitly to 1.
                 Key: ARIES-966
                 URL: https://issues.apache.org/jira/browse/ARIES-966
             Project: Aries
          Issue Type: Bug
          Components: Subsystem
            Reporter: John Ross
            Assignee: John Ross

All other bundles, both content and dependencies, installed (i.e. managed) by subsystems have the start level explicitly set to 1. This is because the life cycle of bundles managed by subsystems should only be affected by the life cycle of the susbsytem. The same thing applies to region context bundles.
