    Quick fix TestUtilsTest that fails on Windows

    Use `NamedTemporaryFile` to create temporary file without closing it in Windows system will raise `IOError`: `The process cannot access the file because it is being used by another process.` 
    
    Fix it by create a temp file in general way.
