Make it easier to perform common actions through the following changes to the authorization framework:

* Initial NiFi Proxy Identities should get (write, /proxy) + (read, /buckets)
* Tenants should include read-only summary of top-level resource access policies, similar to the current user response
* /resources can be moved under /policies, as it is always needed if /policies is granted to a users, and simplifies the REST API and backend as there is one fewer top level resource.
