[2.x] JSON-RPC Binding

I was planning to address couple JSON-RPC JIRAS in the 1.x branch, and
I noticed that we are already starting to bring-up this binding in the
2.x code base.
Trying to avoid big merges, and unless there is a big requirement to
have it available on the 2.x branch, I'd like to propose delaying
bringing-up the json-rpc binding in the 2.x code base...

Thoughts ?

I'm using DWR for the runtime module so as to get support for jsonrpc, jsonp
and reverse ajax as mentioned in [1], so i don't think it will get in your
way.
