Put together Automatic Activation section on the page below that describes the concept behind the baseline topology and explains how to set it from the API and command line tools level:

[~pgarg], could you please finalize the doc doing the following:
 * Document `Setting Topology From Ignite Web Console` section.
 * Revisit `Setting Topology From Command Line`. Probably you have a better idea on how to better cover the topology management from the command line tool.
 * There are some TODOs left. Please find out how to address them. Probably you should ask a question on @dev for some of the points.
