Some teammates ([~sergey.soldatov] pointed out the issue is the Stochastic Balancer. Apparently it doesn't converge as quickly as the tests would demand (5 runs). We have tested it out, and it seems even after 35 runs it might not converge enough. [~eclark] is that expected?
