automatic changelog generation (ATTN: Glen)

Glen,

Can you please run changelog target (and check-in the generated docs/changelog.html) when you do
the build for 1.1 Final release. The changelog target auto-generates the changelog from cvs.

PS: I did not make any changes to the changelog.html in the root directory. Nor have i setup any
links to the new changelog.html.
