[Incubator Docathon] PPMC guide
I like the changes evolving so far in the docathon.
regarding guides/ppmc.html , more stuff could be moved from
guides/committer.html includes participating in ...
+ updating the podling status report
+ making sure the quarterly report for the board gets done
I don't want to collide with Robert's blindingly fast fingers ... will
offer to massage this page more if nobody is already actively working on it.

looks good to me
And edit further as you see fit!
the voting in a committer section looks like it could do with some reworking
(IIRC it was dragged in from another document). maybe need to change the
emphasis a little and link better into the existing pmc and new committers
documents in foundation.

I updated guides/ppmc with these additions:
(1) top level section that describes what the ppmc is for,
(2) "PPMC Mail List" section that describes what a ppmc mail list should
be used for,
(3) "Incubator ASF Board Reports" section with info on board reports
(4) "Project Status Updates" section
Please review what I wrote, especially in the top section that says what
the ppmc is for. And edit further as you see fit!

just trying to consolidate what we have.
IMHO a smaller number of longer guides may suit this audience better.

i think that this is meant to include committees such as public
relations, groups such as legal and ad hoc groupings such as
community.

yes - please do or even better, rework it
the foundation documentation has a lot of reasonable content that is
organised into short reference points. these should have anchors. at
the moment, there's a lot of incubator content that duplicates
material that already existings in the foundation documents but is
lacking in editorial content. it'd probably be good for the incubator
documentation to include more references to material in the foundation
documentation embedded in editorial content introducing the material.

The old learn/mailing-lists was merged into guides/committers, which is
another excellent change.
But I have a question about this wording that was carried over:
"In addition to the per-project and special-group mailing lists,
there are a few that cross all boundaries:"
So per-project is the -user, -dev, and -commits lists.
What was originally meant by "special-group"?
I'll tweak committers to explain.
