Axis2/C build failed

Hi devs,

Axis2/C build failed due to few minor issues in axutil_utils_defines.h.
It is due to a problem in the preprocessor directive (in ANSI Type
definitions for Windows).

It was due to a my commit in fixing jira 970. Seems now it is fixed.
