I'm able to reliably reproduce this on a Galaxy S3 running Android 4.4.3.
This is using Cordova CLI 4.0, Cordova for Android 3.7.1 and the March 2nd version of the Media Capture Plugin.
For me the most reliable way to reproduce it is to record a video using the media-capture plugin, then hit the play button to watch the video back. On the S3 when you then save a video it will restart the app.
If you don't watch the video back then it behaves itself. I've not been able to reproduce this on any other test device.
