This is almost certainly a configuration issue, not a bug, and therefore belongs
on a user support forum like the users@httpd.apache.org mailing list.

(Hint: The file is being cached someplace.  This could be on your browser, on a
proxy (possibly transparent) between your browser and the server, or on the
server.  The only thing in httpd-2.0 that will do caching is mod_cache, so make
sure you have that module turned off.)
