The Upload an Axis2 Service Archive File page doesn't check if hotdeploy and/or hotupdate are enabled. This means that even though you can upload an archive, the upload may not have any effect. This page should at least display the current setting information so that the user knows if their web server needs to be restarted before a change can take effect, with a couple of lines like:
Deployment of new service archives is enabled/disabled
Redeployment of existing service archives is enabled/disabled
