taglib questions

We have a org.apache.logging.log4j.taglib.CatchingTag but not a
ThrowingTag, is that OK?

We do not have an AllTag or OffTag (for the ALL and OFF levels), is that OK?

Nope, we do not need these tags now that realize that we do not have
logger.all() and off() methods!
