In the case of a HTTP PUT, it's very useful to specify a Content-Length while 
applying chunked encoding b/c without the length in the header, how would
the server know that it has received the correct amount of bytes? 

It seems a bit strange that TC won't adhere to the RFC since the term 'MUST'
was specified in RFC 2068 as supposed to 'SHOULD'
