Please setup Sqoop TLP website infrastructure.

For now we would like to be able to use our current implementation of website publishing via maven (by copying over the generated site to /www/sqoop.a.o, which we currently copy over to /www/incubator.a.o/sqoop).

Please help us setup CMS + maven based website publishing mechanism for Sqoop TLP.
