   ## What is the purpose of the change
   
   * Pull request implements changes discussed in https://issues.apache.org/jira/browse/FLINK-14170.  I.e. Allows StreamingFileSink.BulkFormatBuilder to be used HDFS < 2.7 
   
   
   ## Brief change log
     - *removed hadoop version check >=2.7 from HadoopRecoverableWriter instead replaced it with warning*
     - *Added check for >=2.7 for truncate method of HadoopRecoverableFsDataOutputStream*
   
   
   ## Verifying this change
   
   This change is already covered by existing tests, such as HadoopRecoverableWriterTest for using truncate.
   
   Will add additional test for WARNING if we decide to go ahead with the approach
