[RESULT] [VOTE] Release Apache Trining Tools 1.4.0 RC1

Hi,

+1 (binding)

I checked:
- Signatures and hashes are fine
- LICENSE and NOTICE are fine
- All expected files have ASF headers
- No unexpected binary files
- Can compile from source

Note the folder it unzips to is called "apache-training-incubating-tools-1.4.0”. The incubating part of the directory name should be removed.
