about i18n web application

I got some problems when developing a bilingual web
site (English and Traditional Chinese) with a
propriety application as backend. It is a typical
example of using java to connect to a legacy system.

I confused that when using the i18n facility given in
the Struts framework to develop a bilingual web site.
I thought there should be two approaches to address
this issue.

1.	set default page encoding and charset to Unicode
and UTF8
2.	set 2 set of encoding and charset scheme to cater
that switching from English and Traditional Chinese
and vice versa.

For the first approach, basically it is the easiest
way to implement i18n web application using Unicode
encoding and UTF8 charset. However, since the backend
application cannot process and store Unicode. That is,
I have to convert data from the unicode encoding to
BIG5 encoding before having the data to be processed
by the backend application. Conversely, data retrieved
from the backend application has to be converted to
Big5 encoding before it reaches the client. But it is
hard for me to create some classes to perform encoding
conversion.

For the second approach I preferred as most of our
users use BIG5 as default charset. But I don�t know
how to use the Struct framework to allow 2 different
encoding methods used interchangeably. It is ought to
add an option parameter (-Dfile.encoding = BIG5) to
execute the servlet engine (ServletExec 4.1) so that
the data retrieved from the backend can be displayed
properly

Besides, I found that if a jsp page (main page)
contains one or more jsp by the �include� tag, the
encoding and charset method of the final result
depends on the encoding and charset method encompassed
in the last �include� page.
