   ### Describe the enhancement requested
   
   Currently, we maintaining: 
   1. https://github.com/apache/arrow/blob/main/docs/source/python/parquet.rst 
   2. https://github.com/apache/arrow/blob/main/docs/source/cpp/parquet.rst
   
   For using parquet. However, we need more information about:
   1. Timezone and utc
   2. Document for decimal need to be updated
