Why is this file not compiled by default on Unix?  I can get it to compile
(with some legitimate but fixable warnings) if I just add it to
Makefile.in.  Wasn't this going to replace dbmmanage some day?  If that
was supposed to already happen and didn't by oversight, I can fix it.  On
the other hand, if we were on hold for something, what?
