-01 update for YETUS-211

  - use top level VERSION
  - include VERSION file in artifacts
  - fix inclusion of jdiff module in non-release mode
  - fix inclusion of yetus-project pom in non-release mode

symlinked test-patch and smart-apply-patch still don't work.
