[scan] Switching To xhtml

scan extracts meta-data from distribution repositories. it's used in the
incubator to track changes to releases.

i'm working to switch from the custom xml format used to return the
results to xhtml. this will allow the raw results to be human readable.
i plan to use a microformat based on the class attribute. this should
allow machine readability and allow CSS to be used for presentation.

opinions, advice (and offers to help ;-) welcomed
