[NOTICE] The Blur Podling will be retired

All,

A successful vote was held on the podling's dev list [1] and the incubator
general list [2] to retire the blur podling.  This is a notice for all
those out there that the retirement process will begin in accordance with
incubator policies [3].

- Mailing lists will be shut down.
- JIRA will be marked read only
- Source control will be marked read only
- Releases will be removed

If anyone out there wishes to continue development on Blur in the open,
please work with the ASF to figure out a solution around the name Blur.
