[Bug 54883] FTP task should support proxies

I created a small project

which implements a single TASK 'ftp2', which has the attributes and
functionality as the standard task 'ftp', and adds the four attributes.

This is regarded as a temporary solution until the feature is adopted by APACHE
ANT.
