   ## Summary
   Implement the Rust API doc generation script and package list; post-process Markdown for Docusaurus; add a local `make docs-rust` entry point; output generated docs to `docs/api/rust/`.
   
   ## Context
   This is part of the automated API documentation pipeline roadmap for Qumat and QDP.

   - Source planning issue: https://github.com/viiccwen/mahout/issues/3
   - Planned slot: Week 5
   
   ## Scope
   - Add the Rust API docs generation script and package/crate list.
   - Generate Docusaurus-compatible Markdown output under `docs/api/rust/`.
   - Add a local developer command such as `make docs-rust`.
   - Handle documented toolchain/CUDA limitations gracefully.
   
   ## Out of scope
   This issue should follow the Rust API surface/tooling plan from C1.
