build properties version number to assure that local.build.properties is in sync

Dear All

I have backported the version number of the build.properties file such 
that one receives a message if the local.build.properties is out of sync.

Please update your local.build.properties accordingly.

This should be the last email message re modifications of 
build.properties ;-)
