RPC over SMTP ??

Hi,
          Is there any configuration setting needed on the server  to use RPC over SMTP?? Where and how do I specify that the SOAP server should poll specific  POP3 server for any incoming requests?  I am trying to use the GetQuoteSMTP sample client. I am not getting any response back... Am I missing anything??
