[math] MTJ integration?

Now that 2.0 is to bed, what is the status of integrating MTJ into commons
math?

I think it would be a good idea to do so, but would still stick to a few
fundamental choices:

 - commons-math should not have external dependencies
 - commons-math should be able to run without native libraries

This implies things should be included within commons-math and native
libraries should be an optional feature for people who want them, not a
mandatory component.
