[Axis2] Feature freeze for 1.3

Hi Deva,
    I think we have to halt adding new features and improvements to the 
svn head and only focus on bug fixes.
    Otherwise, it would prove to be difficult to keep the svn head stable.

BTW, Dinesh, Shall we declarer a feature freeze and do an RC2.
I did test RC1 at a high level, but before digging deep into testing, 
thought of waiting for RC2 as there were issues reported against REST etc.
