When the Jakarta mailing lists were merged, Velocity's wiki notifications ended up being sent to notifications@jakarta.
Velocity has become a TLP long before the Jakarta restructuring and probably they've just forgotten to move the notifications list back then. The correct target for the notifications probably is commits@velocity
