Please add quotation marks around your JSON string and include the `-c` option.

```bash
./mqadmin updateSubGroup -n localhost:9876 -g system -p '{"type":"EXPONENTIAL","exponentialRetryPolicy":{"initial":5000,"max":7200000,"multiplier":2}}' -c <your-cluster-name>
```
