I'm not sure what you mean by "add an unexisting core". Do you mean adding a new core?

I notice two occurrences of solr-5.2.1 in the path to your solrconfig.xml. Is that intentional? This looks like a typo to me.

I'm closing this ticket as "can't reproduce". Please reopen it if the file exists at that location and you cannot create a new core.
