Multiple hiearchies and configuration files

Log4j gurus,

I'm using multiple hierarchies and configuration files. The "additional"
hierarchies (seen from the main hierarchy which is configured during
startup) read configuration from several XML configuration files. Only the
first file they read has a root Logger and an inherent appender.

Everything is working fine, except that the appenders for the root loggers
in the additional hierarchies are all empty, i.e. they do _not_ accumulate
all log entries in the specific hierarchy they belong to (which does happen
in the initial hierarchy configuration). Note that the root loggers do not
have priority filter, neither do the inherent appenders.

I'm pretty sure this is not a bug, merely a configuration
error/misunderstanding on my behalf, but I would appreciate if someone have
an idea why this happens.
