[I] Add a unified toggle for Texera attribution [texera]

   ### Feature Summary
   
   Several projects are built on Texera, each currently using its own form of attribution. Add a config flag (default off) that downstream deployments can turn on to display a unified "Powered by Texera" link in the sidebar.
   
   ### Proposed Solution or Design
   
   Add a global config flag (`gui.attribution-enabled` / env: `GUI_ATTRIBUTION_ENABLED`, default `false`). When enabled, render a small "Powered by Texera" link at the bottom of the dashboard sidebar (hidden when the sidebar is collapsed). The link points to https://texera.io.
