I had a look at Cordova's Android source code and it seems the permission request is already granted every time: [https://github.com/apache/cordova-android/commit/eb70f05168dcf3a07d8716c772db3a3c3c3a59f8]
So I guess there must be something else preventing Widevine from working in Cordova.
