Help | Help Contents opens a Java help window with 2 pages where the 2nd page has a lot of links that open the system browser towards https://docs.oracle.com/netbeans/nb82/netbeans/NBDAG/

That link should be towards an Apache server, perhaps netbeans.apache.org.
