[LAZY CONSENSUS] Dealing with the 'unsubsribe' situation

Hi all,

There's a high level of traffic on our two mailing lists and clearly
different people have different expectations and therefore I propose three
new mailing lists, as well as a standard footer with unsubscribe info on
all mails to all mailing lists:

1. An announce@ mailing list, specifically for those who only want to
receive occasional NetBeans announcements, e.g., when a new release comes
out, the equivalent to the nbannounce mailing list. A lot of people like
being ocassionally informed, without needing to be engaged in day to day
questions and discussions and this would be the preferred list for them.

2. Many projects have a commits@ list for actual push/commit messages, and
a notifications@ mailing list for issues/PRs/etc. One is for reviewing
changes, and one is for reviewing suggested changes and problems. The set
of people for these is very similar, but sometimes different. NetBeans is
high activity enough, that we could have both. These would therefore not be
coming into the dev@ mailing list, which would therefore be less noisy.

3. A standard footer automatically added at the end of all mails sent to
all Apache NetBeans mailing lists with unsubscribe info and/or a link here:
https://cwiki.apache.org/confluence/display/NETBEANS/Mailing+lists.

Following Apache lazy consensus (
https://www.apache.org/foundation/voting.html#LazyConsensus), i.e., no
voting or responses of any kind are needed, except if you object. If no one
objects within 24 hours, we'll assume lazy consensus and implement the
above proposal.

I think a link (or both a link + brief instructions) is better as you
can easily change the content without bothering infra.
