I recently made a fix to the AllTests class, which was always returning exit
code 0.

I also changed build.xml:

Log:
Ensure test failures are properly progagated

Modified:
   jakarta/jmeter/trunk/build.xml
   jakarta/jmeter/trunk/test/src/org/apache/jorphan/test/AllTests.java

Perhaps those fixes will be sufficient?
